Certified, Not Locked Out: The Right to Repair Argument
8:30-9:00 a.m.
Sherie Dooly-Jones
STEINBAUER Engineering
Sherie Dooly-Jones grew up in Central Victoria, Australia, before spending fifteen years living and working across Europe — an experience that shaped both her global outlook and her deep appreciation for the people who work the land and keep heavy equipment moving. In 2008, she opened the STEINBAUER North America office, spending the next fifteen years travelling between Europe and the US before making the permanent move in 2024.
In her role at STEINBAUER, Sherie travels to approximately twenty states each year, working directly with farmers, contractors, service shops, and independent mobile repair technicians who depend on heavy equipment — giving her a ground-level view of what data access restrictions mean in the real world, not just in policy documents. That same firsthand experience sparked her interest in Right to Repair in 2019, and she has followed the issue closely ever since, delivering talks and presentations on the subject across the industry.

Behind every truck that can’t be diagnosed is a fleet manager losing uptime. Behind every job turned away is a customer who bought a machine expecting to have options when it needs repair. The Right to Repair debate affects everyone in the chain — the operators and fleet owners who buy the equipment, the service providers who maintain it, and the trainers and businesses who support the industry around it.
This session takes a solution-based look at where diagnostic data access stands today — the legislation, the landmark John Deere FTC settlement, and the real cost of the current model across the service chain — and then shifts the conversation to where it needs to go: a middle ground that works for everyone.
If you’re a service provider, trainer, or executive trying to understand where this issue is headed and how your organization should be positioned, this session gives you the framework and opens the floor for input.

R-444A and R-456A are emerging as practical options for direct replacement in mobile A/C systems, but achieving expected performance in retrofit applications requires more than a simple drop-in approach. This session will provide a field-focused perspective on what it takes to optimize system performance when retrofitting vehicles with next-generation refrigerants. The discussion will briefly revisit key system fundamentals—including fitting assemblies, service procedures, and equipment considerations—before shifting to real-world implementation. Drawing on recent laboratory and field testing, attendees will gain insight into the system-level adjustments, service practices, and performance considerations required to deliver consistent cooling across ICE, hybrid, and EV platforms. The session will also address common objections, control-related challenges, and misconceptions associated with “direct replacement” refrigerants, equipping shop owners and technicians with practical guidance as R-444A and R-456A become more widely available in the aftermarket.

This presentation will explore the engineering advancements and practical benefits of low-voltage DC electric A/C compressors in off-highway equipment. Attendees will learn how transitioning from traditional engine-belt-driven units to 12V and 24V electric compressors provides independent climate control, keeping operator cabs cool even when the diesel engine is idling or switched off. The session will highlight critical design considerations, including thermal management, vibration resistance, and smart power management to safeguard battery health in harsh agricultural and construction settings. Finally, real-world case studies will demonstrate how these low-voltage systems reduce overall fuel consumption, lower engine emissions, and simplify installation across diverse heavy machinery platforms.

Heavy Duty Air Conditioning Certificate Training Course
The MACS J3126 Certificate Training Course is focused on the air conditioning systems found in Construction and Agricultural machines. This course describes the recommended procedures for service and repair of MVAC systems in off-highway work machines, including safety, proper equipment and tools.
Based on the SAE Recommended Practice, “J3126 Air Conditioning Service Procedures for Off-Road Work Machines and Agricultural Tractors Using R-134a or HFO-1234yf Refrigerant.” This professional development course explores these topics and prepares students for taking the certificate test.
Please note: Training event attendees are welcome to participate in the lecture portion of this class. However, those who wish to take the test and become certified must register and pay the $39 test fee. This may be done during registration on the MACS website (when you sign up for MACS 2027), or if you have already registered and would like to add this to your registration, please call the MACS office (215) 631-7020.
